山东:十大措施强化中小微企业用工保障服务

今年以(yi)来,山(shan)东省人(ren)社厅把保障和服(fu)务(wu)企业用工(gong)作为(wei)“我为(wei)群众办实事”实践(jian)活动的(de)重要(yao)内容,作为(wei)稳就业、保就业工(gong)作的(de)重要(yao)任(ren)务(wu),出台十项(xiang)措施,切实缓解中小微企业用工(gong)难题。


一(yi)是加大(da)专员(yuan)服(fu)务力度。完善中小微(wei)(wei)企(qi)(qi)(qi)业用工专员(yuan)服(fu)务机制,建立重(zhong)(zhong)点(dian)缺工中小微(wei)(wei)企(qi)(qi)(qi)业清单,对集中缺工50人(ren)以(yi)上的重(zhong)(zhong)点(dian)中小微(wei)(wei)企(qi)(qi)(qi)业,实施“一(yi)人(ren)一(yi)企(qi)(qi)(qi),一(yi)企(qi)(qi)(qi)一(yi)案”,帮(bang)助解决用工问题(ti)。


二是(shi)加大(da)政(zheng)(zheng)策支(zhi)持力度(du)。实行(xing)人力资(zi)源服(fu)(fu)(fu)务(wu)机构服(fu)(fu)(fu)务(wu)中(zhong)小(xiao)微企业(ye)(ye)用(yong)工(gong)奖补(bu),鼓(gu)励(li)人力资(zi)源服(fu)(fu)(fu)务(wu)机构帮(bang)助中(zhong)小(xiao)微企业(ye)(ye)解决用(yong)工(gong)问题,对解决中(zhong)小(xiao)微企业(ye)(ye)用(yong)工(gong)作出突出贡(gong)献的人力资(zi)源服(fu)(fu)(fu)务(wu)机构给予50万元(yuan)一次性奖补(bu)。加大(da)高(gao)校毕业(ye)(ye)生中(zhong)小(xiao)微企业(ye)(ye)就业(ye)(ye)补(bu)贴(tie)力度(du),建立(li)中(zhong)小(xiao)微企业(ye)(ye)就业(ye)(ye)高(gao)校毕业(ye)(ye)生实名库,通(tong)过“政(zheng)(zheng)策找人”落实社会(hui)保险补(bu)贴(tie)等(deng)政(zheng)(zheng)策。规(gui)范(fan)鼓(gu)励(li)零工(gong)市场服(fu)(fu)(fu)务(wu)中(zhong)小(xiao)微企业(ye)(ye)灵活用(yong)工(gong),运用(yong)就业(ye)(ye)专(zhuan)项补(bu)助等(deng)资(zi)金,支(zhi)持各(ge)地零工(gong)市场统(tong)一规(gui)范(fan)发展(zhan)。


三(san)是加大(da)见(jian)习(xi)(xi)培(pei)(pei)(pei)训(xun)(xun)(xun)力(li)度。实施中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业青年(nian)见(jian)习(xi)(xi)计划(hua),把优质(zhi)中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业优先作为就业见(jian)习(xi)(xi)单位,积(ji)极组织青年(nian)到中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业开(kai)展见(jian)习(xi)(xi)活动,全省每年(nian)中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业青年(nian)见(jian)习(xi)(xi)规模不低于(yu)2万人,见(jian)习(xi)(xi)留用(yong)率不低于(yu)60%。加大(da)中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业职(zhi)工(gong)培(pei)(pei)(pei)训(xun)(xun)(xun)力(li)度,支持(chi)中(zhong)小(xiao)微(wei)企(qi)(qi)(qi)业广泛开(kai)展企(qi)(qi)(qi)业职(zhi)工(gong)岗(gang)前培(pei)(pei)(pei)训(xun)(xun)(xun)、安全技能培(pei)(pei)(pei)训(xun)(xun)(xun)、在岗(gang)培(pei)(pei)(pei)训(xun)(xun)(xun)等,鼓励(li)开(kai)展定(ding)(ding)向、定(ding)(ding)岗(gang)、订(ding)单式和项(xiang)目制(zhi)培(pei)(pei)(pei)训(xun)(xun)(xun),按(an)规定(ding)(ding)落实职(zhi)业培(pei)(pei)(pei)训(xun)(xun)(xun)补贴。


四是加(jia)大专项活动(dong)(dong)力度(du)。设立中(zhong)(zhong)(zhong)小(xiao)(xiao)微(wei)(wei)企业(ye)(ye)(ye)(ye)集中(zhong)(zhong)(zhong)招(zhao)(zhao)聘(pin)日,县级以(yi)上公共就(jiu)业(ye)(ye)(ye)(ye)和人(ren)才服务机构,每月确(que)定一(yi)天为(wei)中(zhong)(zhong)(zhong)小(xiao)(xiao)微(wei)(wei)企业(ye)(ye)(ye)(ye)集中(zhong)(zhong)(zhong)招(zhao)(zhao)聘(pin)日,通过(guo)线(xian)上线(xian)下平台为(wei)中(zhong)(zhong)(zhong)小(xiao)(xiao)微(wei)(wei)企业(ye)(ye)(ye)(ye)集中(zhong)(zhong)(zhong)开(kai)展招(zhao)(zhao)聘(pin)活动(dong)(dong)。开(kai)展中(zhong)(zhong)(zhong)小(xiao)(xiao)微(wei)(wei)企业(ye)(ye)(ye)(ye)东(dong)西部(bu)劳(lao)(lao)务协(xie)(xie)作行(xing)动(dong)(dong),优化东(dong)西部(bu)劳(lao)(lao)务协(xie)(xie)作方式(shi)(shi),通过(guo)就(jiu)业(ye)(ye)(ye)(ye)资金(jin)补(bu)贴、开(kai)展驻点招(zhao)(zhao)工等(deng)形(xing)式(shi)(shi),吸引对(dui)口帮(bang)扶省份、黄河流(liu)域省份等(deng)地(di)区脱贫(pin)人(ren)口到山(shan)东(dong)中(zhong)(zhong)(zhong)小(xiao)(xiao)微(wei)(wei)企业(ye)(ye)(ye)(ye)就(jiu)业(ye)(ye)(ye)(ye)。


五(wu)是加大示范引(yin)领力度(du)。选(xuan)树规范用(yong)工(gong)中(zhong)小(xiao)微(wei)企(qi)业(ye)(ye),开展(zhan)(zhan)企(qi)业(ye)(ye)用(yong)工(gong)环境现场(chang)观(guan)摩(mo)活动,引(yin)导企(qi)业(ye)(ye)改善工(gong)作、就餐、住宿等条件。开展(zhan)(zhan)中(zhong)小(xiao)微(wei)企(qi)业(ye)(ye)就业(ye)(ye)体验活动,优选(xuan)一(yi)批“专精特新”的中(zhong)小(xiao)微(wei)企(qi)业(ye)(ye),组织高校毕业(ye)(ye)生、失业(ye)(ye)青年等求职者(zhe)观(guan)摩(mo)学(xue)习、跟岗(gang)实训,加大优质(zhi)企(qi)业(ye)(ye)宣传力度(du)。


十(shi)项措施聚焦(jiao)“就(jiu)业(ye)(ye)难”与(yu)“招(zhao)工难”突出(chu)问(wen)题,从供给端(duan)与(yu)需求端(duan)两侧(ce)发力(li)(li),充分发挥用(yong)工服务(wu)(wu)专员、人力(li)(li)资源服务(wu)(wu)机构(gou)、零(ling)工市场力(li)(li)量,全面提(ti)升(sheng)就(jiu)业(ye)(ye)群体素(su)质,提(ti)升(sheng)中小微(wei)企(qi)业(ye)(ye)招(zhao)聘能力(li)(li),保障(zhang)企(qi)业(ye)(ye)用(yong)工。
